More Help for  Victims of Domestic Abuse

The Domestic Abuse Act which was enacted in May 2021 provides greater help to victims of Domestic Abuse.


  • The definition of Domestic Abuse has been widened to include emotional abuse as well as physical violence. Women who experience coercive or controlling behaviour or economic abuse will now have a right to support.
  • The new legislation provides for domestic abuse survivors to be given priority for rehousing and to have preferential tenancy arrangements.
  • Victims will also not have to face their abusers in court or be cross-examined by them.
  • New Domestic Abuse Protection Notices and Protection Orders prevent perpetrators from contacting victims.


Local Authorities are now required to work with the newly appointed Domestic Abuse Commissioner to ensure that the support outlined in the legislation is available.  In this the provision of refuge services is key.


Salisbury Women’s Refuge provides accommodation and support services for up to 12 women and their children.  Established in 1984, it has provided a lifeline for over 1000 families.  The Refuge is part of Wiltshire Council’s domestic abuse provision, although it remains an independent local charity.  It relies on fundraising to continue its work. 


Refuge Manager Sandra Horner welcomed the new law:


It is vital that women and their children are able to access safe accommodation and support in order to rebuild their lives.  This law strengthens statutory provision for victims of domestic abuse.
